Preheat your oven to 425.
Lightly spray baking dish with non-stick spray and add all the tater tots to the pan. Bake for ten minutes before removing from the oven and setting aside.
Meanwhile, brown your ground beef over medium heat and drain the fat.
Add in taco seasoning, ⅓ cup water and 1 cup of salsa, mixing until well combined.
Remove half the tots from the pan, leaving one row to cover the bottom of the pan.
Top the tots with the meat mixture, followed by half of the cheese.
Add the rest of the tots to the top and top with the remaining cup of cheese.
Cook for 20-25 minutes until cheese is bubbly and tots are cooked through.
